SAN ANDREAS STATE LAW ENFORCEMENT VEHICLES OF THE LAST THREE DECADES
One might tend to believe that a State Law enforcement Agency was first introduced in 2004 with the release of GTA San Andreas. However, San Andreas was featured as one of three "cities" players could visit in the 1997 original, Grand Theft Auto 1. This thread isn't dedicated to the history of the game though, rather to the origins of the San Andreas Highway Patrol.
THE PORTSMOUTH (Introduced 1980's/Decommissioned Late 1990's)
The Grand Theft Auto 1 version of our state livery featured black and white squad cars based on the 1980's looking Portsmouth. The game was set in current day, which was 1997, so these police cars were clearly an old fleet. They were marked with the letters SAPD, and so they are the first glimpse of what we now call the San Andreas Police Department.
THE DECLASSE PREMIER (Introduced 1990's/Decommissioned Early 2000's)
GTA San Andreas was released in 2004 but was supposed to take place in 1992, five years before GTA 1. In this time period, we see more vehicles with the SAPD markings. The primary police car in the game is based on the civilian Premier, and it is used by both the San Fierro and Los Santos Police Departments. Though these vehicles are identified by their respective city, they also carry the San Andreas State Police logo on their door.
THE PORTSMOUTH AGAIN? (Introduced 1980's/Decommissioned Late 1990's)
Las Venturas has an entirely different vehicle. This unnamed make and model is clearly older, from the mid 1980's perhaps, and it has no exact counterpart among the civilian cars. I'd argue that this is likely the Portsmouth again, since that car doesn't appear among civilian vehicles. No one knows for sure though. The LVPD cars also bore the State Police seal, and their Officers were the first San Andreas police Officers to wear tan instead of the traditional blue. For all purposes, they are related to our current organization.
THE POLICE MAVERICK (Introduced in 1982/Newer models till in service)
Some vehicles have more than just the seal, and are marked SAPD. These include the Maverick Helicopter, first seen in Vice City. No matter where you are in San Andreas 1992, police helicopters have this marking, leading one to believe that all Air elements are State Police.
THE HPV-1000 (Introduced in the 1990's/Decommissioned in the early 2000's)
More directly, there are the motor Officers. These Officers only ride HPV-1000 motorcycles that are marked SAPD. They wear black leather jackets and black trousers with a gold stripe. They also wear boots and a white helmet. While the outfit resembles a motor Officer from LA, the bike is clearly a state bike. This is the true origins of the San Andreas Highway Patrol.
THE RANCHER (Introduced in the 1980's/Decommissioned in the late 1990's)
Another popular law enforcement vehicle in 1992 was the Police Rancher, which used the same body as the civilian rancher. This service utility vehicle can still be seen on the streets as of 2015, but it is no longer in police service. It has apparently been replaced by the Granger.
DECLASSE MERIT POLICE CRUISER
So we see that the State Police in the 1980's used the Portsmouth, which is quite possibly the same vehicle used by the Las Venturas Police Department. We get the impression that this vehicle was used as late as 1997 before being taken out of service. We also know that by 1992 State Agencies were switching over to the Premier, as evidenced by their common use in both Los Santos and San Fierro. As we move into the next century we can assume that some of the emergency vehicles featured in Liberty City 2008 would also be used in San Andreas. One is the Police Patrol, based off the civilian Declasse Merit. Though we've never seen this short lived model in our state, it is possible that some were used.
1ST GENERATION VAPID STANIER
There's also the Vapid Stanier, and the second generation of that vehicle can been seen in the modern day Los Santos Police Department along side with it's undercover variation. The first Generation Vapid was most likely used in San Andreas. Here's a modders version of the 1st Generation with an LSPD livery.
2ND GENERATION STANIER
Finally, there's the modern variation of the Stanier. As of now, it's a squad car that we can't use in online. That's why it's in our fleet history rather than our carpool. Hopefully that changes in the future.
